To use the binding you group your cables together and then start to wrap the binding around the grouped cables from one end, working your way down the bundle - no tool is required to apply the wrap. As you are binding you can easily route individual cables outside of the bundle. Once bound you would need to partially unwrap the bundle to get individual cables out!
